Eight Arctic states establish a forum for cooperation on environment and sustainable development, and seat six indigenous peoples' organisations as Permanent Participants with full consultation rights. Military security is excluded from its remit by the founding declaration. The contrast with the Antarctic settlement is exact and instructive: the south has a binding treaty and no inhabitants, the north has inhabitants at the table and a forum that cannot bind anyone.
